Sarah Fisher
Retired IndyCar Driver and Team Owner Keynote Speaker
In 2000, at just 19 years old, Sarah Fisher became only the third woman to qualify for the Indianapolis 500, the largest single-day sporting event in the world. Over the course of her career, she would qualify for the race nine times — the most appearances by a woman in the event’s 111-year history.
Fisher made history repeatedly throughout her professional career. She became the youngest driver ever to lead laps in an IndyCar Series race, the first woman to stand on an IndyCar podium, and the first woman in the world to qualify fastest for a major open-wheel race when she captured the pole position and set a new track record at Kentucky Speedway. Her second-place finish at Homestead-Miami Speedway remained the best result by a woman in IndyCar until Danica Patrick’s victory in Japan in 2008.
Her racing career extended beyond IndyCar. Fisher accepted an invitation from the legendary Richard Childress to explore opportunities in NASCAR, recording four top-10 finishes in 13 starts. In 2008, Fisher made history again by launching Sarah Fisher Racing, becoming both the youngest team owner and the first and only female team owner in the IndyCar Series. She remained an active driver-owner until retiring from driving in 2010, later selling her ownership stake in the team in 2016.
Fisher’s passion for motorsports began early. She started racing quarter-midgets at age five and went on to win three World Karting Association Grand National Championships. By age 15, she was competing in winged outlaw sprint cars and earned the 1995 Dirt Track Racing Round-Up Rookie of the Year award. While still in high school, Fisher was profiled on NBC’s TODAY showcasing her groundbreaking path in motorsports and her vision to challenge traditional boundaries between men and women in sports.
Following her racing career, Fisher continued her entrepreneurial work in motorsports. In 2016, she purchased the historic Whiteland Raceway Park, reopening the track in 2018 and restoring it as a development hub for young racers.
She married her longtime front-left tire changer Andy O'Gara in 2007, and the couple has two children. Their son, Danny O’Gara, now races competitively as he pursues the same dream his mother once had — competing in the Indianapolis 500.
In 2019, Fisher earned her bachelor’s degree, continuing a lifelong commitment to growth both on and off the track. Never off track, Fisher has served as the official Indy 500 pace car driver at the Indianapolis Motor Speedway for a decade, pacing the field during cautions and to start the race each year, and also serves on the board for Women in Motorsports North America (WIMNA).
Chris Labrum
Operations Analyst, Governor’s Office of Planning and Budget, State of Utah Utah GRIT: A DOGE Alternative
Chris Labrum serves as an Operations Analyst in the Governor’s Office of Planning and Budget, where he collaborates with state agencies to streamline their operational processes and drive improvements in overall efficiency.
Chris holds a master of business administration degree from the University of Utah and a bachelor’s degree in agricultural economics from Utah State University, as well as a Lean Six Sigma Black Belt certification. In his spare time he enjoys watching baseball, playing hockey, traveling, spending time with his family, and cheering for the Utah Utes.
Cory Weeks
Division Director, State of Utah Fleet Operations Utah GRIT: A DOGE Alternative
Cory is first a proud husband and father of four growing children. Professionally, a CPA with a long history in finance and business management, Cory accepted an appointment in 2021 to be the Director of Fleet Operations for the State of Utah.
Dr. Michael Bernhardt
Director of Transportation, University of Pennsylvania From Fragmented Data to Connected Operations
Dr. Bernhardt is responsible for campus transportation including fixed route, on demand, and accessible services servicing all students, staff, and faculty, as well as charter and maintenance oversight. Michael is co-chair for the University’s Infrastructure development subcommittee, driving Penn’s zero carbon mission initiatives. He holds a masters and PhD in abnormal psychology with more than 25 years in leadership roles and 10+ years’ experience in transportation.
Mike Birch
Vice President of Strategic Account Management, Transit Technologies From Fragmented Data to Connected Operations
Mike works with transportation leaders to advance strategic customer relationships and deliver practical technology solutions. Before joining Transit Technologies, Mike served as Regional Vice President of Operations at RATP Dev USA, leading multi-state operations across eight states and a workforce of more than 3,500 employees. Earlier in his career, he held executive operations roles with CapMetro in Austin, Trinity Metro in Fort Worth, and IndyGo in Indianapolis, where he began his transit career. Across these roles, Mike has led public and medical transportation operations, labor relations, technology integration, electric vehicle initiatives, and large-scale service improvements.
Bill Collins
Managing Director, Government, Element Fleet Management No Telematics? No Problem. How Governments Can Reduce Collisions Using Accident Data and Behavioral Nudges
Bill works with organizations to address fleet management, safety, risk and operational challenges. His work includes helping public-sector and commercial fleets use data, telematics and accident-management strategies to reduce collisions, control costs and improve fleet performance. Bill is a graduate of the University at Albany and brings extensive experience working with government fleet organizations.
Tony Johnson
Director of Fleet Management, University of Alabama No Telematics? No Problem. How Governments Can Reduce Collisions Using Accident Data and Behavioral Nudges
Tony is responsible for providing leadership for Fleet Management, Fleet Services, and Automotive Services. During his 21-year career with the University, he has led and managed 16 different operational areas across campus, building extensive experience in administration, strategic planning, financial stewardship, and organizational leadership. In his current role, Tony oversees a fleet of nearly 874 vehicles, 150 utility carts, and 125 pieces of equipment that support the University's diverse operational needs. He is responsible for vehicle acquisition, maintenance, replacement planning, fleet operations, and administration of the University's online auction program for vehicles and police vehicles.
A strong advocate for data-driven decision-making and operational efficiency, Tony focuses on developing sustainable strategies that maximize asset utilization, enhance customer service, and ensure responsible stewardship of university resources. He holds a Bachelor of Business Administration in Management from Henderson State University and a Master of Science in Human Resource Management from Troy University.

Mary has over 10 years of experience in the fleet industry. She specializes in helping government and public sector organizations improve fleet performance through strategic solutions, operational efficiency, and customer-focused partnerships. Passionate about building trusted relationships and sharing industry best practices, Mary helps agencies navigate evolving fleet challenges while delivering measurable results. Mary earned a Bachelor of Arts with dual concentrations in Leadership and Organizational Communication Studies and Applied Relational Conflict Management from St. Cloud State University. Her background in communication and leadership complements her passion for collaboration, problem-solving, and customer advocacy.
Michael Petty
Fleet Operations Program Manager, Department of Enterprise Services, State of Washington No Telematics? No Problem. How Governments Can Reduce Collisions Using Accident Data and Behavioral Nudges Modernizing Recall Management at Scale: A Tennessee-Washington Case Study on Automated Recall Tracking
Michael has 20+ years of experience in transportation, logistics, CRM, and fleet management. He leads statewide vehicle operations, driving efficiency and sustainability, including battery-electric vehicle procurement under Washington’s Executive Order 21-04. Honored with the 2023 NASUF (NCSFA) Environmental Leadership Award, Michael brings a pragmatic, people-centered approach to fleet innovation, grounded in leadership development with a commitment to equity. His previous roles at FedEx Office, Hertz, and Aramark shaped his expertise in team building, project management, and operational growth. He holds a BA with Distinction from Indiana University, South Bend. Michael currently serves on the NASUF Executive Committee as an officer at large.
Bob Williams
Assistant Commissioner, Vehicle & Asset Management, Tennessee Department of General Services Modernizing Recall Management at Scale: A Tennessee-Washington Case Study on Automated Recall Tracking
Williams leads the team that oversees Tennessee’s fleet operations, maintains oversight of the Federal LESO and GSA programs, and manages all State asset disposal operations excluding real estate.
Since joining the State of Tennessee in 2014, Williams has made significant strides in improving the efficiency of the State’s fleet of over 7,000 vehicles. During his tenure, he merged three divisions into one, thereby reducing annual recurring expenses by $600,000. Williams reorganized the sales operations into a virtual marketplace, cross-trained personnel for better customer support, changed the operation to be 80 percent paperless, and established new operating protocols that reduced throughput delivery time by 40 percent. He has led the division to a consistent customer satisfaction rating of over 95 percent. He recently rightsized past heavy truck specs to achieve a four-year projected savings of over $3M.
Before joining the State, Williams spent nearly 14 years working in commercial fleet management, where he had direct responsibility for sales, operations, P & L, logistics, capital expenditures, fleet maintenance, and personnel, and another six years working in commercial construction, procurement, planning, and logistics. He has a private pilot certificate and a Class A CDL license.
Williams served as the National Conference of State Fleet Administrators (NCSFA) president from 2016-2018, and his division received NCSFA’s Fleet Excellence Award in 2019. He studied mechanical engineering at MTSU and organizational leadership at Lipscomb University. Williams is also a graduate of LEAD Tennessee and Tennessee Government Executive Institute.
Kevin Burdick

Kevin brings more than 25 years of technology and SaaS sales leadership experience across FleetTech, HealthTech and PropTech. A graduate of Brigham Young University, Kevin previously held sales leadership roles with Chime Technologies, AdvancedMD and WebPT. At RTA, he works closely with fleet organizations to connect technology solutions with their operational needs and help fleet teams achieve greater success.
Marc Canton
Vice President, Fleet Strategy, RTA: The Fleet Success Company AI in Public Sector Fleet: Practical Applications that Improve Efficiency and Accountability
Marc has more than 20 years of experience with university transportation, logistics, and government fleet management and consulting, and currently heads up fleet strategy at RTA, building the FMIS of the future. He brings a data-driven approach to optimizing fleet operations, ensuring high availability and efficiency, with a commitment to advancing the industry through education and collaboration.
Scott Edwards
State Fleet Administrator, State of Colorado AI in Public Sector Fleet: Practical Applications that Improve Efficiency and Accountability
Scott Edwards, CAFM, has a career spanning more than two decades in fleet vehicle asset management. As the Administrator of Colorado's State Fleet, he oversees the state's 7000 vehicle light, medium, and heavy fleet. Under his leadership the State of Colorado vehicle fleet has become one of the largest EV fleet deployments in the nation with over 925 EV’s currently in operation.
Beyond his current appointment, Edwards has served duties with private trucking firms, the City of Lafayette, Co. and with the University of Colorado Transportation Services. His extensive experience with fleet operations has provided opportunities to routinely be requested as a subject matter expert for Legislative proceedings, as well as provide expert witness testimony on fleet related legal cases.
Edwards has held multiple positions with the Rocky Mountain chapter of NAFA and served on the board of the National Alliance of State and University Fleets (NASUF). Edwards has held the position as chair for the state’s Motor Vehicle Advisory Council for 10 years, and the Greening Government Fleet Sub-Council for the past 5 years, as well as holding a position on Colorado’s Transportation Electrification Work Group. Scott is proud to have earned and maintained his CAFM through NAFA.
Jonathan Carter
Director, Fleet and Surplus Service, Department of Administration, State of Minnesota How We Used Telematics to Decrease Spending in a Labor Union State, Without Getting Anyone in Trouble
Jon leads the state’s consolidated vehicle leasing program and statewide surplus property operations, helping public agencies make practical, data-driven decisions about vehicles, equipment, and public resources. Jon had an extensive career in the U.S. Air Force focused on logistics, strategic planning, operations, and education. Jon’s work focuses on improving government operations through better data, clearer accountability, and a willingness to challenge long-standing assumptions. His current priorities include using telematics to improve driver safety, measuring vehicle utilization and total cost of ownership, modernizing fleet policies, expanding responsible vehicle electrification, and improving how surplus assets are marketed and sold.
Neil Garrett
Vice President of Public Sector Business Development, Geotab How We Used Telematics to Decrease Spending in a Labor Union State, Without Getting Anyone in Trouble
Neil works with government agencies to leverage connected vehicle technology and telematics to improve fleet safety, efficiency and accountability. He has extensive experience supporting public-sector fleets and helping agencies navigate technology adoption and cooperative procurement solutions. Neil works closely with government fleet leaders across the country to apply data-driven solutions that improve operations, reduce costs and enhance vehicle and driver performance.

Austin Chandler

Austin Chandler has spent the past three and a half years at General Motors, bringing a broad business background and lifelong passion for Chevrolet and GM vehicles to his work. Prior to joining GM, Austin spent 12 years managing all aspects of critical power services, including fleet, global sales and operations, finance, and private equity. An Indiana native and lifelong GM driver, Austin lives on a farm in Northwest Indianapolis with his wife, Lynn, and their two children, Shepherd and Ava.
Christopher Thomas
